Just a quick update and thought on the whole Arthur Chi'en mess. The Viacom Television Stations Group has a clear policy regarding the use of inappropriate language. All employees are informed of the policy and are expected to conform their conduct to it. We appreciate knowing your viewpoint and hope that you will continue to watch WCBS-TV. Now, from what I can tell, the FCC decided not to fine WCBS. Who knows, maybe they saw the incident for what it truly was, "an accident caused by aggravated circumstances." But I believe that the FCC should show WCBS the same mercy WCBS showed Arthur Chi'en, none! Therefore as much as I despise the current "FCC climate" I am writing to the FCC to state that WCBS should be fined, and my logic for that is this: Obviously the policy to do live broadcasts from the street lies with WCBS management, not each individual reporter. Therefore management, unless they are completely incompetent, must be aware that doing such live broadcasts comes with a certain amount of risk. Anything from people who might just start shouting obscenities, or even exposing themselves. Therefore, since WCBS probably knew of the risks, they should be fined immediately. Sergio D. Caplan p.s.
